WASHINGTON — The Air Force said Tuesday that its failure to report the criminal history of the former airman who massacred 26 people at a Texas church in early November was “not an isolated incident,” suggesting it was part of a pattern of reporting lapses.

Air Force could face record lawsuits over mass shooting

The Air Force faces many millions of dollars in potential liability for the mass shooting at a small-town church in Texas earlier this month by a former servicemember, legal experts say.

“I think it’s almost inevitable that the Air Force will be sued,” said retired Lt. Gen. Richard Harding, former judge advocate general of the service. “And I think there’s a case that can be made, you bet.”

If lawsuits against the Air Force were successful, said Don Christensen, the service’s former top prosecutor, the damages could be huge.

“What is being shot while you’re in church, watching your baby be killed — what’s it worth?” Christensen said. “I don’t see how it’s not the biggest financial payout in the history of the Air Force.”

Devin Kelley: Air force reject who became a mass murderer

The gunman in Sunday’s church shooting in Texas has been identified as Devin Patrick Kelley, 26, according to local officials and media, who served in the US Air Force until being court-martialled and given a dishonourable discharge.

In a brief statement, the Pentagon confirmed he served in the US Air Force “at one point” but offered no further details.

His troubled military service – which reportedly ended after a period of imprisonment – is likely to form part of the investigation now under way into what made him open fire on the First Baptist Church of Sutherland Springs in rural Texas, killing 26 men, women and children during a Sunday service.

Joe Tackitt, Wilson County Sheriff, told CNN: “We have no motive.”

He added that he did not believe Kelley was a member of the congregation.

“He was not from the immediate area,” he said.
